In 1985 the South Carolina General Assembly, under Section 43-33-350 (4), authorized the Team Advocacy Project, a program within Protection and Advocacy for People with Disabilities, Inc. (P&A), to conduct "unannounced visits to review the living conditions of a residential facility, including the plans of care for individuals in a residential care facility and a community mental health center day program."
Over the past 19 years, P&A has seen consistent problems with safety, quality of life, and community inclusion/integration. Using a survey tool during inspection, P&A assesses residents’ freedom of movement within the community; opportunities for community interaction inside and outside the facility; homelike atmosphere; medication distribution accuracy; individualized plans of care; food quality and quantity; cleanliness; and resident health and safety issues.
The Team Advocacy Project is currently being funded through a contract with the Department of Mental Health (DMH). P&A inspects approximately 75 community residential care facilities annually. The state law also requires the use of volunteers when Team Advocacy completes inspections of the facilities. Current volunteers are of all ages and backgrounds. Many of our volunteers are students, individuals who are passionate about quality of care and the protection of mature adults in South Carlina, and those who are involved in other councils or asssociatons interested in advocacy for people with mental illness or developmental disabilities. Every year P&A sponsors a recognition banquet and awards a volunteer of the year. Click here to view this year's luncheon.
