Service Coordination and Related Services for South Carolinians with Traumatic Brain Injuries (TBI)

The HASCI division of DDSN provides services to individuals with head and spinal cord injuries. Services provided may include service coordination, information and referral, home modifications and assistive technology, personal assistance, and services and support to improve functioning, increase productivity, and promote self-determination. Depending on their limitations, children with a brain injury may receive services through the Mental Retardation and Related Disabilities (MR/RD) Division of DDSN. Any child who is less than six years of age and has a brain injury should apply for services through the MR/RD Division. To apply contact your local DSN board or call 1-888-DSN-INFO for more information. Children who are between the ages of six and twenty-two at the time of their injury may apply for services through the HASCI Division or their local DSN Board. During the application process, the individual or their guardian should state their preference for HASCI or MR/RD services. This preference is considered by the evaluation team, however, the current functioning level of the child as documented in assessments, evaluations, and medical/school records may ultimately determine whether the child is found eligible under HASCI or MR/RD. Individuals who qualify for the MR/RD Division may be eligible for additional services which are not generally available to HASCI clients. These services include residential habilitation and behavioral support services.

Medicaid Waiver Services Provided Through DDSN

Individuals who are Medicaid eligible and require the level of care provided in a nursing home or Intermediate Care Facility for Mental Retardation (ICFMR) may be eligible for the HASCI Medicaid waiver. Individuals who are interested in the Medicaid waiver should request waiver services when contacting the HASCI Division of DDSN.

Services provided under the waiver may include attendant care and personal assistance services, respite care, some nursing care, prescribed drugs, specialized supplies and adaptations, communication therapy, psychological and behavioral services, Personal Emergency Response System, residential and day habilitation, physical and occupational therapy, prevocational services, and supported employment. The HASCI waiver does NOT provide housing, room and board, general supervision or 24-hour care.

Children who meet all the requirements for participation in a waiver may receive waiver services. [A child under the age of 21 if Medicaid eligible may receive specific services provided through the Medicaid Plan based on the individual's needs including a referral/physician order. Some examples of state plan services include occupational therapy, speech therapy, physical therapy, vision, dental, prescribed drugs, and personal care services.
